Resumen
El Mecanismo Laboral de Respuesta Rápida (MLRR) fue acordado por México, Estados Unidos y Canadá como parte de los arreglos laborales convenidos durante los procesos de renovación y firma del Tratado de Libre Comercio (T-MEC). Con 30 casos de denuncias por violaciones de derechos laborales, negociaciones, paneles y acuerdos de remediación, se ha convertido en la nueva institución del trabajo más visible en México. Empero, hay una ausencia de estudios que nos digan qué es, qué puede hacer y cómo puede evolucionar el MLRR. El estudio aporta un marco conceptual que contribuya a cubrir ese vacío. Lo ubica como una nueva estructura de gobernanza basada en la manipulación de costos de transacción para un comercio justo con derechos laborales, condicionado por una red compleja de oportunismos, riesgos morales, asimetrías de poder y recursos, trayectorias dependientes, conformismos e incertidumbres. Desde ahí, y con evidencia de los casos presentados, avanza 40 hipótesis que tasan su desempeño actual y proponen sobre sus posibles impactos futuros.
