Resumen
El objetivo del presente artículo es examinar los desafíos y oportunidades de la gobernanza humanitaria en la región fronteriza Cali-Baja, enfocándose en la migración entre Tijuana y San Diego. Basado en un grupo focal titulado "Visión, Retos y Propuestas para la Región Transfronteriza Cali-Baja", realizado el 22 de noviembre de 2023, el estudio congrega perspectivas de expertos sobre dinámicas regionales, problemas y soluciones potenciales. Se destaca que la región experimenta una movilidad humana sin precedentes, influenciada por políticas del gobierno de Biden como visas humanitarias y el Estatus de Protección Temporal para venezolanos, marcando un contraste con la administración anterior. El análisis subraya la importancia de una coordinación efectiva entre actores diversos para manejar la movilidad humana irregular. Sin embargo, se enfrentan obstáculos en coherencia y eficacia en la comunicación y colaboración, resultando en respuestas humanitarias fragmentadas. Los retos incluyen la capacidad limitada de albergues y la protección de derechos humanos, necesitando mayor cooperación entre organizaciones gubernamentales y no gubernamentales. La falta de un liderazgo claro y una agenda de derechos compartida entre los actores ha llevado a enfoques divergentes.
